Again, they usually cannot communicate with the police or when they attempt it they are shrugged off or ignored. Why? The way the deaf understand English is very different from a hearing individual. It's more like pigeon English. Many deaf suffer from emotional or mental problems partially stemming from their disability, but also from the social isolation they experience even within their own families. The lack of communication from parents and siblings leads them to develop as foreigner's in their own land. Their mode of dress, understanding of social structure and ability to work is compromised. They are breaking the law by just being here. That doesn't mean that I think they deserve to be abused or victims. Men like Baichu deserve jail and firing. Obviously. I don't care who his victim was (and you know it wasn't his first one). And she was very brave to turn him in but if she is here illegally then she needs to be sent home. Come back legally and follow all the rules. I am not anti-immigrant but I am anti-illegal. Especially when MOST of the time we hear about crimes being committed BY the illegals. Here in Seattle we have had several horrendous cases - one illegal raped and killed a pregnant woman. Another was driving without a license and killed someone while driving.
